Online Ordering: Add capability to allow payment at store and/or online at checkout

With this improvement, a site can determine if they would like to offer payment options to the guest or require the guest to either pay at the store or online:

Two options:
Pay now
Pay at store
One payment method only (no option):
Pay now
One method only (no option):
Pay at store

OE-14411 - Online Ordering: Add payment options settings (Pay now, Pay at store)

Path: Sites > Online Ordering - Payment options settings added

At least one selection is required
- Both can be selected, which would allow the guest to choose their option when ordering
- If only one setting is selected, that becomes the required payment method; the guest has no option
Error message will display if no selection is made when the page is saved
When adding a new site, default selection is Pay now

When both options are selected in ECM, the guest will be presented with both payment options and may select one:
Pay at store selected by guest
- Payment information advisory message is shown
Pay now selected by guest
- Pay Now and option to add tip are shown

If only "Pay at store" is set in ECM, the only payment method allowed is to pay at store (not an option for guest):
If only "Pay now" is set in ECM, the only payment method allowed is to pay online when they order (not an option for the guest):
