Adjustment reason: add setting to apply check-level discount during coupon scan

Adds setting to allow a coupon discount adjustment to be applied to an entire check.

Account feature toggle required: 4.8 Enhanced adjustment, combo, coupon parsing

This feature requires an account feature toggle in order for this option to display. Please contact your NorthStar representative to enable for your account.

New setting added to Add Adjustment Reason and Edit Adjustment Reason pages when Adjustment Type is "Discount":

Time reporting: Add new properties and extend time values to six decimal places

System will now round time values to six decimals when time is converted to a decimal value.
